Associate Research Fellow

Government-to-Government Partnerships Commercial Lead

Led specialist commercial advice to policy teams for all new Government-to-Government (G2G) infrastructure opportunities, assessing their risk level and providing effective proposals for outsourced delivery in a fast-paced environment.

Successful delivery of multiple approved programmatic Business Cases up to Full Business Case level.

Supported programme teams in the establishment of strong and proportionate contract management processes.

Extensive experience in drafting and contributing to high quality submissions, briefs and Parliamentary Questions up to ministerial level.

Led on the commercial development of a standardised DIT operating model for how different types of G2G agreement with foreign governments are delivered globally.

Official Development Assistance (ODA) Commercial Lead

Accountable for the commercial delivery of ODA spending by the Department for International Trade. Delivered DIT’s first significant ODA spending programme worth £50m.

This included the design and signature of DIT’s first ever trust fund agreement with the World Bank.

The commercial representative on international scoping visits to inform programme design, engaging with national government and private sector stakeholders.

Effective cross-departmental engagement, in particular with the Foreign, Commonwealth and Development Office (FCDO), to embed best ODA practice and share learnings.

Provided specialist commercial advice to programmes regarding contract changes, dispute resolution, exit planning, transition and termination.

The senior contact for all commercial activity across the Department for Exiting the EU (DExEU) , providing quality advice and counsel to senior stakeholders, up to ministerial level, regarding potential routes to market and value for money choices.

Effectively delivered legal and compliant commercial activity in a fast paced, highly pressurised environment.

Embedded commercial processes and approvals from scratch within teams and key stakeholders across the department.

Ascertained and managed the pipeline of commercial projects and workloads of commercial colleagues delivering procurements.
